PRE-QUALIFICATION REQUIREMENT FOR PARTICIPATING IN TENDER

Project Title: PN 1585 – Restoration of Fidda Crude Oil Storage Facility

Introduction

Zueitina Oil Company intends to issue the below Tender and wishes to invite experienced and reputable Companies specialized in providing similar services stated below to submit all requirements for inclusion in the list of bidders invited to participate in the following tender:

Brief Description of Project:

The Contractor’s scope of work to include Replacement of 2 x 20,000 Fixed Roof Crude Oil Storage Tank (D-105 & D-107), Repairs to Degassing Boot (C-104) with all associated Piping, E&I, CP, Civil Works for EPC Project:

• Battery Limit: Up to Tanks’ Bund Wall (outer surface)
• Engineering
• Removing hard sludge & cleaning for Tank D-105 & D-107 and Degassing Boot C-104 & C-106.
• Demolishing Tank D-105 & D-107 and Degassing Boot C-106
• Repairing Tank & Degassing Boot Concrete Foundation
• Procuring New Tank Material for D-105 & D-107 with all other project materials
• Erection of New Tank D-105 & D-107
• Repairing Degassing Boot C-104 (only C-104 will be utilized based on the forecasted oil

             production). If not repairable, New Degassing Boot will be procured & installed by the

               Contractor as Optional SOW.

• Other Civil, Mechanical, Piping, Electrical, Instrumentation Works
• Test & Commissioning
• As-Built Documentation

Interested Companies to participate in the above Tender shall fulfill the following qualifications requirements for participating in the Tender.

Qualifications Requirements for Participating in the Tender

Interested Bidders intending to participate in the above Tender must satisfy the specified requirements hereinunder and submit to ZOC the required information below. Failure to submit any of the underlisted documents will render automatic disqualification of applicant.

When documents are received by the Bids committee Coordinator, they will be evaluated to select the successful Companies for tendering aforementioned project and hence each individual successful Company will be contacted to pick up the Bid Package from ZOC.

1.Letter on Company’s Office letterhead addressed to the Bids Committee Coordinator, stating expression of interest in the Tender.

2.Copy of Company’s Registration in Libya, if already registered, or details of branch office, representative or agent in Libya. (License, Commercial Record, Tax Payment, Valid Chamber of Commerce Registration Certificate)

3. Legal documentation shall be provided for Contractor ‘s operating as joint venture.

4.Company’s profile with full details of similar works performed with relevant and verifiable list of clients where the works had been undertaken, literature, catalogue of the entire range of work, services and any additional information that will enhance the potential of the applicant, especially works on cryogenic liquid storage tank and tank base heating system.

5.Submission of financial status document of the Company turnover for the last 3 years and the  

   Organizational Chart.

6. Zueitina Oil Company has the right to exclude any file that does not meet the above stipulated    

     requirements.

7.The Prequalification Documents containing the above stated requirements shall be submitted in sealed envelopes and marked.

8.The prequalification Documents shall be submitted no later than 26/02/2026.

Important Notes:

1.The prequalification request is not an invitation to Tender. Zueitina Oil Company is neither committed nor obligated to undertake the work described above or to issue any call for Tender or to include any respondent to this invitation or other company or any Bidders’ List or to Award any form of Contract.

2.The Invitation to Tender (ITT) and full ITT Package will only be issued to qualified Companies that have been pre-qualified.

3.Zueitina Oil Company is not obligated to give any explanation to any Company for not being selected as successful candidate for bidding.

4.Zueitina Oil Company will not be responsible for any costs whatsoever incurred for preparation and submission presented in response to this notice.

5.Zueitina Oil Company shall deal only with authorized officers of the bidding Companies and not through individuals or agents.

6. Zueitina Oil Company will not return the submitted documents to applicants. They will be kept in our active files.
