: POWER DISTRIBUTION SYSTEM FOR EPSA (NC74) AREA

 

Introduction:
Zueitina Oil Company is pleased to announce its intention to launch the following tender for Project No. (1576) entitled " Power Distribution System for EPSA (NC74) Area." This announcement is a prelude to inviting qualified, experienced, reputable companies specialising in the implementation of similar projects to submit all the necessary requirements for inclusion in the list of companies nominated for preliminary pre-qualifications. Successful inclusion in this list will grant you an invitation to participate in the upcoming tender.
Brief description of the project:
This project aims to fully implement the comprehensive restoration and upgrade of the 34.5 kV power distribution system, which serves the oil fields of Zueitina Oil Company (Zella, Hakim, Fidaa, Dahab, and Sabah). The project will be executed on a turnkey basis, which includes engineering, procurement, construction, and commissioning (EPCC), whereby the contractor is fully responsible for the design, supply, and installation of an integrated and operational system, ready for handover to Zueitina Oil Company (ZOC) operations.
Summary of the scope of the project:
The project involves rehabilitating and upgrading existing distribution systems, electrical infrastructure and constructing new transmission lines to connect oil fields to a unified and stable power grid. The project also includes complementary aspects such as fuel gas supply for power generating units, as well as the introduction of renewable energy solutions through solar photovoltaic systems for residential camps. This includes, but is not limited to the following:
FIRST: ZELLA, HAKIM, FIDAA AND DAHAB OIL FIELDS POWER DISTRIBUTION SYSTEM.
• Rehabilitation of the electrical equipment inside the electrical room to enable the power delivery to the oil fields.
• Refurbishment and/or replacement of the main 5 kV switchgear and associated components inside the electrical room.
• Supply and installation of a Step-up transformer at Zala field.
• Construction of New 34.5 kV Overhead Transmission Lines or Hig-hlines including Zella-Hakim line and Fidaa-Dahab line.
• Replacement of 11 km of ACSR conductors at Zella to Water Source Well WSW 34.5 kV highlines with Linnet (336.4 MCM) conductors, in-cluding replacement of the insulators and supporting equipment.
• Rehabilitation of existing 34.5 kV highlines from Zella North Substation to the 34.5 kV structure near the WSW 156, and between Hakim and Fidaa to interconnect the Zella 34.5 kV highlines with the Fidaa network.
• Installation of step-down transformers at oil wells and strategic loca-tions to meet the electrical power requirements of production equip-ment and auxiliary systems.
• Erection of new pole structures, conductors, insulators, and hardware in accordance with applicable electrical standards and approved safety regulations.
SECOND: SABAH OIL FIELD POWER DISTRIBUTION SYSTEM:
• Similar to the first paragraph except for the following:
• Repair and restoration of the existing electrical switchgear room.
• Supply, installation and commissioning of a new switchboard with a voltage of (kV Switchgear5) with all its accessories inside the electrical room Supply, installation and commissioning of new 5 kV switchgear and associated components inside the electrical room.
• Supply and installation of step-up power transformers rated 4.16/34.5 kV.
• Construction of New 34.5 kV highlines as replacement of the damaged line sections.
• Installation of (MV) power cables to connect switchgear and power transformers.
• Rehabilitation of local 34.5 kV power networks to restore and enhance the local distribution grids, ensuring stable and reliable power supply to wells and associated facilities.
• Installation of step-down transformers at oil wells and strategic loca-tions to meet the electrical load requirements of production equip-ment and auxiliary systems.
• Erection of new pole structures, conductors, insulators, and hardware in accordance with applicable electrical standards and approved safety regulations.
THIRD: FUEL GAS SUPPLY SYSTEM FOR POWER GENERATION UNITS:
• Design, supply, construction, installation and operation of the fuel gas compression system for power generation units.
• Supply and operation of reciprocating compressors with all auxiliary systems and mechanical and electrical accessories.
• Interconnection of pipes and instrumentation systems to integrate the new system with existing production facilities and generation units.

FOURTH: SOLAR PHOTOVOLTAIC (PV) POWER SYSTEM:
• Design, supply, installation, testing and commissioning of a 150-kW solar power system to provide electricity to residential camps in the oil fields, in line with the National Oil Corporation's policy of using re-newable resources.
• Supply and installation of solar panels, inverters and battery energy storage systems to ensure a sustainable energy supply for the facili-ties.
QUALIFICATIONS REQUIREMENTS FOR PARTICIPATING IN THE TENDER:
Interested Bidders intending to participate in the above Tender must satisfy the specified requirements hereinunder and submit to ZOC the required information below. Failure to submit any of the underlisted documents will render automatic disqualification of applicant.
The documents received from companies for tendering aforementioned project will be evaluated by the company's pre-qualification committee to pass the pre-qualification stage of the project.
1. An official letter addressed to the rapporteur of the preliminary pre-qualification committee at Zueitina Oil Company, including a brief introduction to the company and its desire to participate in the tender (either individually or in partnership with another company), with the main address of the company and its branches, the name of the person authorised to deal with and receive and deliver documents, as well as the company's email address and telephone numbers.
2. The legal documents required to operate in Libya, including: (valid professional license + commercial registration + registration with the Chamber of Commerce + tax payment certificate + articles of association + company statutes).
3. The company's administrative organisational structure and company identification documents.
4. Financial position over the last three years.
5. Documents proving previous experience in similar projects and a list of equipment owned by the company.
6. Submission of approved quality assurance (QA+ QC) certificates.
7. Submission of CVs of key technical and administrative personnel, stating their qualifications and experience in accordance with international standards.
8. Zueitina Oil Company reserves the right to verify the authenticity of all documents submitted and to conduct field visits to the contractors' and suppliers' sites, warehouses and workshops to ensure their technical and financial capacity to carry out the work subject to pre-qualification.
9. Zueitina Oil Company reserves the right to exclude any file that does not meet the above conditions and requirements.

TECHNICAL REQUIREMENTS AND RESPONSIBILITIES:
• The contractor shall be fully responsible for all phases of the project (detailed engineering, procurement, construction, testing and final commissioning) to ensure delivery of a complete and operational sys-tem.
• All work and equipment must comply with international standards in-cludes but not limited to (IEC, IEEE, OSHA, NFPA) and general engi-neering specifications (GES) approved by the National Oil Corporation.
• Full compliance with health, safety and environment (HSE) require-ments and quality assurance (QA/QC) in accordance with Zueitina Oil Company procedures and standards.
• Submission of documents proving the company's technical and finan-cial capacity to implement this project and in desert locations.
• Provide relevant international certificates held by the company or any professional membership or specialized technical certificates relevant to the project, including but not limited to:
o ISO 9001 – Quality Management System
o ISO 14001 – Environmental Management System
o ISO 45001 – Occupational Health and Safety Management Sys-tem
• Provide technical documents and documentation related to the project.
• Providing comprehensive training programs for company employees on operation and maintenance.


HOW TO APPLY:

The required documents shall be delivered in a sealed envelope addressed to the Chairman of the Pre-Qualification Committee at Zueitina Oil Company.

APPLICATION PERIOD:
Qualification documents must be submitted within four (4) weeks of the date of publication of this announcement.

• The pre-qualification request is not an invitation to Tender. Zueitina Oil Company is neither committed nor obligated to undertake the work described above or to issue any call for Tender or to include any respondent to this invitation or other company or any Bidders’ List or to Award any form of Contract.
• The invitation to tender and full ITT package will only be issued to qualified Companies that have been pre-qualified.
• Zueitina Oil Company is not obligated to give any explanation to any Company for not being selected as successful candidate for bidding.
• Zueitina Oil Company will not be responsible for any costs whatsoever incurred for preparation and submission presented in response to this notice.
• Zueitina Oil Company shall deal only with authorized officers of the bidding Companies and not through individuals or agents.
• Zueitina Oil Company will not return the submitted documents to applicants. They will be kept in our active files.
